INFORMATION AND GENERAL RULES

PLEASE NOTE: Exhibits in all Departments will be accepted only from the following Counties in the Coastal Empire area: GEORGIA- Chatham, Effingham, Bulloch, Bryan, Long, Liberty, Wayne, Tattnall, Candler, Evans, Screven, Jenkins and Emanuel. SOUTH CAROLINA- Beaufort and Jasper.

1. The Fair will officially open at 5:30 P.M., Thursday, October 27 and will close at 9:30 P.M., Sunday, November 6, 2011.

2. Where any conflict appears between these general rules and the special rules governing the different departments, the special rule will take precedence. The Fair Association reserves the right to construe its own rules and regulations and to determine all matters and differences in regard therein, including amendments.

3. The Association furnishes guards, who remain guarding buildings, day and night, and the city maintains a force of policemen. While every reasonable precaution will be taken for safeguarding exhibits, it should be understood that the exhibits are entered in competition for prizes, and that the owner assumes all responsibility for any accidents, loss or damage that may occur. Neither the Fair Association, its officers or agents will be responsible for any such accidents, loss or damage.

4. All entries must be made on the regular entry blanks furnished by the Association.

5. All exhibits entered for competition shall be subject to the control of the Director of the Department in which they are exhibited.

6. The Association does everything it can to protect exhibits, but in no case will it be responsible for loss or damage that may occur to them.

7. Except as otherwise provided for by special rules governing certain departments, all exhibits must be in place and fully installed by 12:00 noon, Wednesday, October 27, otherwise, they may receive no attention from the awarding committees.

8. Any exhibitor having a space reserved and not occupying same or making preparation to occupy it 24 hours prior to opening date of Fair, the reservation may be cancelled at the discretion of the Association.

9. For every article entered, the exhibitor will be given coupons showing exhibitor's entry number. The receipt must be preserved and presented to the Superintendent at close of Fair, when article is called for and claimed.

10. Exhibitors will be held responsible for the cleanliness of their exhibits and space surrounding same. All exhibits must be in complete order each day at least 30 minutes before the opening. No work of this character will be permitted during the hours the buildings are open to the public. In case of failure on the part of exhibitors to observe this rule, the superintendent of the department may adopt such means to enforce the same as circumstances may suggest.

11. When space is allotted, a permit to occupy such space will be given; such permit will not be transferable and no other party will be allowed to share such space with the original applicant, except upon approval of the management.

12. Advertising matter and samples of articles on exhibition only, may be given to the public from booth space, or exhibit, but no article maybe sold from the exhibits without special authority from the General Manager. The right is reserved to restrict or discontinue this privilege whenever it is carried to excess or becomes an annoyance to visitors. Only advertising matter on such articles as have been contracted to, with the Association by exhibitors, may be posted in booth.

13. Advertising by means of posters, prints, handbills, samples, etc. will not be permitted within the Fair Grounds, except upon agreement with the Fair Management.

14. All articles, after being entered and until surrendered to the owner or agent, will be entirely under the control and jurisdiction of the Association, and no exhibitor will be allowed to remove, handle or rearrange, improve, or disfigure same under any circumstances.

15. No department superintendent or member of the Fair Board of Directors may enter exhibits for prizes in competition with the public.

16. If it is ascertained that any exhibitor, in any ungentlemanly manner refuses to comply with the regulations of the Association, as indicated by the officers, and has taken exception to the judgment of a judge or an award committee, the Board of Directors shall bar the person so offending from competition for a premium or exhibiting on the grounds of the Association until he shall have made proper amends and has been reinstated by a vote of the majority of the Board of Directors.

17. An exhibitor who tears off a premium ribbon, or authorizes any person to do so in the presence of the awarding judge, shall forfeit the premium or diploma, and be excluded from competition.

18. If it is ascertained that an exhibitor has made or caused to be made a false statement in regard to any animal or article exhibited, or if any exhibitor shall attempt to interfere with the judges in the performances of their duties, he shall be excluded from competing or from exhibition on the grounds of the Association.

19. No smoking, or lighted candles, lamps, matches, etc. will be allowed in any stable, stalls, or exhibition booths on the grounds or buildings.

20. The management reserves the right to decline any exhibit or exhibits if deemed advisable.

REMOVAL OF EXHIBITS

21. No exhibit, including livestock, shall be removed in whole or in part during the period of the Fair except by permission of the Fair Manager.

ENTRIES

22. Application for entry should be made on entry blanks furnished by the Fair Association and must be in the hands of the General Manager no later than the date prescribed in the rules governing the department in which the entry is made. See Rule 4.

23. Intending exhibitors shall write plainly on the entry blanks the Department, Division, Class and Lot Number of the prize offered for the article they wish to enter, using the exact wording of the premium list, and must give their post office address. Exhibitors will save themselves and the office of the Association much time by attending to these directions and preparing their blanks before making entries.

24. The Superintendent of each department must check the entries shown by the Entry Books in each class, with the exhibits presented and so mark the entry books that they will show what animals or articles were passed on the judges.

25. No invention or product of convict or prison labor will be received for premium competition and no exhibits will be accepted from outside the Coastal Empire trading area. (See Page 19).

AWARDS 
(Note Carefully)

IN THE EVENT CIRCUMSTANCES BEYOND OUR CONTROL SO DISRUPT OUR PLANNED SCHEDULES AS TO NECESSITATE CURTAILMENT OF ACTIVITIES AND OPERATIONS, THE FAIR ASSOCIATION RESERVES THE RIGHT, AND THE EXHIBITOR AGREES TO PRO-RATE PREMIUM AND PRIZE MONEY HEREIN CATALOGUED ON A BASIS OF ACTUAL CONDITIONS EXISTING FROM SUCH CAUSES DURING THE PERIOD OF THE FAIR.

27. Exhibits are judged by comparison and on a competitive basis. Where there is but one article exhibited under any lot number, a First Award cannot therefore be given. In this instance, if the article is meritorious, Second Prize money will be paid and first Place Ribbon awarded.

28. No premium will be awarded where the exhibit is unworthy though there is no competition and in the awarding of all premiums, quality is the first consideration.

29. Premiums will not be paid according to ribbons, but by awards shown in the judges record books; for ribbons do not always mean money prizes, and they may sometimes be attached through mistake, or may be misplaced or lost. THE JUDGES' RECORDS ARE THE ONLY GUIDE FOR PAYING CASH AWARDS.

JUDGES

30. Should any doubt arise as to the regularity of any entry, or any other important matter, which the Judge feels incompetent to decide, he shall at once report same to Superintendent of the department who shall in turn, bring the matter to the attention of the General Manager.

31. No one will be allowed to act as judge of the department or ring in which he exhibits.

32. All Judges will be selected for their known familiarity with the classes on which they are invited to award premiums, and are instructed that if they should have good reason to believe that any exhibitor, by false or the public, and obtain a premium by misrepresentation, they shall report the fact at once to the Superintendent of the department, who shall report the matter at once to the General Manager for action by the Board of Directors.

33. The decisions of awarding Judges shall be final and no appeal shall be considered except in the case of protest.

34. Objections to any person serving as a judge must be submitted to the Superintendent of the department in writing prior to making award, giving good and sufficient reasons thereof, and the Superintendent shall report the matter immediately to the General Manager.

35. Any exhibitor attempting to interfere with the judges during their adjudication will be promptly excluded from competition.

36. The Judges will award prizes on the articles regularly mentioned in the premium list and may award ribbons on such articles not mentioned in the premium list if they consider them worthy.

PROTESTS

37. Protests against an award must be made in writing accompanied by affidavits which must specify in full the ground for protest and a deposit of $10.00 to the General Manager of the Association before the close of the day following the making of such an award. In case the protest is not sustained, the deposit shall be forfeited to the Association.

38. The General Manager will notify the exhibitor of the protested animal or exhibit of such protest, and both parties will then have 24 hours to bring sworn testimonies in the case to be submitted to the Board of Directors. The protest award will be held in abeyance until the final action of the Board of Directors passing on same.

SHIPPING INSTRUCTIONS

39. Under no circumstances will the Association pay any freight or express charges. Mark all exhibits "For Delivery to the Coastal Empire Fair Grounds, Savannah, Georgia."

FREIGHT AND EXPRESS SHIPMENTS

40. Express shipments to the General Manager of the Coastal Empire Fair, if prepaid through the Savannah Fair Grounds, will be delivered to that office on the grounds.

41. Shipments addressed to individual exhibitors, if prepaid through to the Fair Grounds, shall be delivered to the exhibitor's space, or from our office on the grounds, as may be desired. Exhibitors should show from what station forwarded and bear local address or shipper. Exhibitors who ship by Express should see that their Express receipts read PREPAID THROUGH TO THE FAIR GROUNDS. This will save expense and will avoid delay. The Coastal Empire Fair cannot be held liable or responsible for Express charges.

SELLING EXHIBITS

42. Exhibitors always have the privilege of selling anything they have on display for delivery at the close of the Fair or take orders for delivery.

PUBLIC CONVENIENCES

43. During the Fair, the grounds will be equipped with every convenience for public comfort, including restrooms, checkrooms, information bureau, telephones, etc. Mail, addressed in care of the Coastal Empire Fair, will be brought to the grounds daily to the Manager's Office.
